Prepare a round cake pan or rectangular baking dish by covering it with parchment paper or plastic wrap, leaving a little overhang on the sides for easy removal.
Crush the biscuits into small pieces. You can do this by placing them in a plastic bag and using a rolling pin to crush them, or you can pulse them in a food processor until you have coarse crumbs.
In a saucepan, combine the sugar, cocoa powder, milk and butter over medium heat. Stir continuously until the mixture is smooth and the butter is melted. Remove from heat and stir in vanilla extract.
Add the crushed cookies to the chocolate mixture and stir until well combined and all the cookies are coated.
Transfer the mixture to the prepared cake pan or baking dish and press firmly and evenly with the back of a spoon or spatula.
