In a small bowl, mix together the soy sauce, rice vinegar, sesame oil, honey (or sugar), chili garlic oil, and optional green onion and sesame seeds.
Stir until well combined and set aside.
4. Form the Dumplings:
Roll the dough onto a floured surface and divide it into two equal pieces. Roll each piece into a cylinder about 1 inch in diameter.
Cut each cylinder into 12 equal pieces.
Roll each piece into a thin circle (about 2 ½ inches in diameter).
Place a small spoonful of filling in the center of each dough circle.
Moisten the edges with water, bring the sides together, and pinch the dumpling closed. Crimp the edges to seal them tightly.
5. Cook the Dumplings:
Heat 2 tbsp of vegetable oil in a wide pan over medium heat.
Add the dumplings and fry them on their flat sides for 3-4 minutes, until the bottoms are golden brown.
Add about ¼ cup of water to the pan, cover with a lid, and let the dumplings steam for another 2-3 minutes, or until the filling is fully cooked.
6. Serve:
Carefully remove the dumplings from the pan and transfer them to a plate.
Serve immediately with the dipping sauce on the side.
